International Compliance

ISPM-15 Heat Treatment Explained

The International Standards for Phytosanitary Measures No. 15 (ISPM-15) is a regulation that governs the treatment of wood packaging materials used in international trade. Its purpose is to prevent the introduction and spread of invasive insects and plant diseases that can be carried in raw wood.

To comply, pallets must be heat-treated to a minimum core temperature of 56 degrees Celsius for at least 30 minutes. After treatment, each pallet receives the official IPPC stamp, which customs officials in the destination country use to verify compliance.

All of our heat-treated pallets are processed at our certified facility and marked with the appropriate IPPC logo and treatment code. We maintain full chain-of-custody documentation for audit purposes.

Behind the Build

Our Manufacturing Process

Every new pallet we produce goes through a precise, quality-controlled manufacturing pipeline. Here is what separates our pallets from the competition.

01

Lumber Selection & Grading

We source kiln-dried lumber from sustainably managed forests across the western United States. Each board is graded for structural integrity, moisture content (target: 19% or below), and dimensional accuracy before entering production.

02

Precision Cutting

Lumber is cut to exact specifications using automated saws with laser-guided accuracy. Board lengths are held to a tolerance of +/- 1/16 inch. This precision ensures every pallet fits seamlessly into automated racking and conveyor systems.

03

Assembly & Fastening

Boards are assembled using pneumatic nailers with spiral-shank or ring-shank nails for maximum holding power. Each nail is driven to a controlled depth to prevent protrusion while maintaining full structural engagement with the stringer or block.

04

Heat Treatment (Optional)

Pallets destined for international shipping enter our ISPM-15 certified heat treatment chamber. The wood core reaches 56 degrees Celsius for a minimum of 30 minutes, eliminating biological contaminants without chemicals.

05

Quality Inspection

Every finished pallet passes through a 12-point quality check: dimensional accuracy, board alignment, nail depth, stringer integrity, deck board spacing, load bearing surface flatness, corner squareness, and more.

06

Marking & Staging

Approved pallets receive any required stamps (IPPC mark, company logo, date code) and are staged in our warehouse for order fulfillment. Pallets are stacked on edge to prevent warping during storage.

Strength Testing & Load Ratings

We test representative samples from every production batch using standardized load testing procedures. Our testing measures three key metrics that determine real-world performance.

Dynamic Load Capacity

2,500 lbs

The maximum weight a pallet can safely carry while being moved by a forklift or pallet jack. This is the most commonly referenced rating for shipping applications.

Static Load Capacity

5,000 lbs

The maximum weight a pallet can support while stationary on a flat surface. Static ratings are critical for warehouse storage and floor-stacking applications.

Racking Load Capacity

2,000 lbs

The maximum weight supported when the pallet is placed on racking beams with no center support. This is the most demanding load scenario and the most important for warehousing.

Standard Size Options

When to Choose New vs. Used

New pallets are not always necessary, and used pallets are not always sufficient. Here is how to decide which option fits your needs.

Choose New When...

  • You are shipping internationally and need ISPM-15 compliance
  • Your product requires a clean, retail-ready presentation
  • Maximum load capacity is non-negotiable
  • You need a non-standard size not available used
  • Your industry requires new-only pallets (pharmaceutical, food-grade)
  • Consistent dimensions are critical for automated systems

Choose Used When...

  • You want to reduce costs by 40-50% per pallet
  • You are shipping domestically and do not need ISPM-15
  • Environmental impact matters to your company
  • You need pallets immediately with no lead time
  • Pallets are for internal warehouse use or storage
  • One-way shipping where pallets will not be returned
Compliance Deep Dive

ISPM-15: Everything You Need to Know

International shipping regulations around wood packaging are strict and the penalties for non-compliance are severe. Here is a comprehensive overview of ISPM-15 and what it means for your shipments.

What Happens During Heat Treatment

Our ISPM-15 heat treatment process uses a computer-controlled kiln that monitors temperature at multiple points throughout the wood stack. The process involves three phases:

  1. 1
Ramp-Up Phase (2-4 hours): The kiln temperature gradually increases to avoid thermal shock that could cause cracking or warping. Ambient air temperature reaches 70-80 degrees Celsius.
  2. 2
Treatment Phase (30+ minutes): The wood core temperature is maintained at or above 56 degrees Celsius for a minimum of 30 continuous minutes. Temperature probes embedded in the thickest lumber pieces verify compliance.
  3. 3
Cool-Down Phase (1-2 hours): Pallets cool gradually to prevent moisture condensation and dimensional instability. The total process takes 4-8 hours per batch.

Consequences of Non-Compliance

Shipping with non-compliant wood packaging materials can result in serious consequences that far outweigh the cost of proper treatment:

  • Shipment refused at port of entry and returned at shipper expense
  • Goods quarantined for 14-30 days pending fumigation
  • Fumigation costs of $500-$3,000+ depending on container size
  • Customs fines ranging from $1,000 to $50,000 per violation
  • Potential blacklisting of your company by importing country customs
  • Damage to perishable goods during quarantine delays
  • Loss of customer confidence and potential contract penalties
  • Repeated violations can trigger mandatory inspections on all future shipments

Our ISPM-15 Guarantee

Every heat-treated pallet from Albuquerque Pallets comes with a certificate of treatment that includes the batch number, treatment date, temperature log reference, and our facility code. We maintain complete records for a minimum of two years and can provide documentation for audit or customs purposes at any time. If any of our HT-stamped pallets are rejected at customs due to a treatment deficiency, we will replace the pallets, cover the treatment costs, and reimburse documented delay expenses up to the value of the pallet order.

New Pallet FAQ

What is the lead time for new pallet orders?

Standard new pallets in common sizes (48x40) are typically available within 3-5 business days. Custom sizes require 5-10 business days depending on complexity and lumber availability. Rush orders (1-3 days) are available for an additional fee when materials are in stock. We recommend ordering at least two weeks in advance for orders exceeding 500 units.

Can you match a pallet specification from another manufacturer?

Yes. If you have a drawing, specification sheet, or sample pallet from another supplier, we can replicate it exactly. Send us the specs or bring a sample to our facility and we will quote a matching pallet. We can also reverse-engineer a pallet from physical measurements if no documentation exists.

What is the difference between stringer and block pallets?

Stringer pallets use two or three parallel boards (stringers) running the length of the pallet to support the deck boards. They are typically 2-way entry unless notched for 4-way entry. Block pallets use blocks at the corners and center to support the deck, allowing full 4-way forklift access. Block pallets are generally stronger and more versatile but cost 15-20% more to manufacture.

Do you offer moisture-content testing for new pallets?

Yes. All of our kiln-dried lumber is tested for moisture content before entering production. We target 19% or below, which is the industry standard for preventing mold growth and ensuring dimensional stability. For applications that require lower moisture (pharmaceutical, electronics), we can kiln-dry to 12-15% moisture content at additional cost.

Are your new pallets compatible with automated warehouse systems?

Yes. Our manufacturing tolerances (dimensional accuracy within +/- 1/16 inch) are designed to work with automated storage and retrieval systems (AS/RS), robotic palletizers, and conveyor systems. If you have specific tolerance requirements for your automation equipment, share the specs with us and we will build to match.

When New Pallets Are the Only Option

We always recommend recycled pallets when they will do the job. But there are specific scenarios where new pallets are not just preferred -- they are required.

International Export Requirements

Most countries require ISPM-15 certified wood packaging. While used pallets can be re-treated, many customs authorities prefer or require new pallets with fresh HT stamps and documentation. The risk of a rejected shipment often outweighs the cost difference.

Automated Warehouse Systems

Automated storage and retrieval systems (AS/RS), robotic palletizers, and high-speed conveyors demand precise dimensional tolerances -- typically within 1/16 inch. Only new pallets consistently meet these tight specifications across every unit in a batch.

Pharmaceutical & Cleanroom

FDA-regulated environments, pharmaceutical warehouses, and cleanroom operations often mandate new pallets to eliminate any risk of contamination, mold spores, or pest residue from prior use. Audit trail documentation is simpler with new pallets.

Retail Display & Brand Image

When pallets are visible to end consumers -- in-store displays at Costco, Sam's Club, or retail floor merchandising -- brand image demands pristine, uniform appearance that only new pallets provide. Weathered or repaired boards undermine product presentation.

Non-Standard Custom Dimensions

If your product requires a pallet size not commonly available in the used market (oversized, undersized, or specialty shapes), new manufacturing is the only way to get exact specifications. Custom pallets for aerospace, military, or industrial equipment typically require new builds.

Contractual or Insurance Requirements

Some shipping contracts, insurance policies, and customer agreements explicitly require new pallets. Major retailers may impose chargebacks for shipments arriving on non-conforming pallets. Government and military contracts often specify new-only.
